Operational Risk & Resilience System
Understand what could disrupt your business. Strengthen your ability to keep operating.
Manage operational risk — and prepare for when things don't go to plan.
Every growing business depends on people, technology, suppliers, information, facilities and processes to keep operating.
But as those dependencies increase, so does operational exposure.
A key employee becomes unavailable. A critical supplier fails. A system goes offline. An important process stops working. Information becomes inaccessible.
Traditional risk management helps you understand what could go wrong.
But there is another important question:
Could your business keep operating if it did?
The Veqrin Operational Risk & Resilience System brings those two perspectives together, helping you identify operational risks, understand critical dependencies, strengthen resilience and establish practical arrangements for responding when disruption occurs.
The principle is simple:
Risk asks what could go wrong. Resilience asks whether you can keep operating when it does.
A practical approach to risk and resilience
The Veqrin Operational Risk & Resilience System follows a structured seven-stage methodology:
IDENTIFY → ASSESS → PRIORITISE → TREAT → PREPARE → RESPOND → LEARN
Identify
Understand the events, circumstances and dependencies that could affect your ability to operate effectively.
Assess
Evaluate risks consistently by considering their likelihood and potential impact.
Prioritise
Distinguish the exposures requiring immediate attention from those that can be managed through proportionate monitoring and control.
Treat
Determine how significant risks should be addressed and establish clear ownership for the actions required.
Prepare
Identify critical operational dependencies and establish practical arrangements for maintaining or restoring important activities.
Respond
Use a structured approach when disruption occurs so that priorities, responsibilities, communication and recovery actions remain clear.
Learn
Review what happened, understand what worked and strengthen the organisation using the lessons identified.
Understand your operational risks
The system provides a consistent approach for assessing operational risk using:
Likelihood × Impact = Risk Rating
Risks are classified as:
LOW — 1–4
MODERATE — 5–9
HIGH — 10–16
CRITICAL — 17–25
The system distinguishes between:
Inherent Risk — the level of exposure before existing controls are considered.
Existing Controls — the measures currently helping to reduce likelihood or impact.
Residual Risk — the exposure that remains after those controls are considered.
This provides a clearer basis for management decisions than simply creating a list of risks.
Decide how risks should be managed
Not every risk needs to be eliminated.
Depending on the nature of the exposure, an appropriate response may be to:
TREAT — introduce or strengthen controls.
ACCEPT — consciously retain the exposure within an appropriate level of oversight.
AVOID — stop or change the activity creating the risk.
TRANSFER / SHARE — move or distribute part of the exposure through contractual, insurance or other arrangements.
MONITOR — maintain oversight where immediate additional action isn't justified.
The objective is proportionate management, not the elimination of every possible uncertainty.
Understand the dependencies your business relies upon
Operational resilience requires more than maintaining a risk register.
The system helps you identify the people, systems, suppliers, information, facilities and processes upon which important business activities depend.
Each dependency can then be considered from a resilience perspective.
Outcomes include:
CRITICAL EXPOSURE
A significant dependency exists without sufficient resilience or viable alternative arrangements.
LIMITED RESILIENCE
Some protection or alternative arrangements exist, but significant weaknesses remain.
ADEQUATELY RESILIENT
Proportionate arrangements exist to support continued or restored operation.
NOT YET ASSESSED
Further analysis is required before the resilience of the dependency can be determined.
Backup isn't the same as resilience
A business can have backups and still be unable to operate.
Data might be recoverable — but what happens if employees cannot access the system?
A replacement supplier might exist — but how quickly can they actually deliver?
Knowledge may exist somewhere else in the organisation — but can the right person access it when needed?
That's why the system goes beyond asking whether a backup exists.
It asks whether the business has a practical way to continue or recover the activity that matters.
Backup is not the same as resilience.
Prepare for disruption
When something important fails, the first few decisions can significantly affect the outcome.
The Veqrin approach provides a practical response sequence:
STABILISE → ASSESS → LEAD → PRIORITISE → OPERATE → COMMUNICATE → RECOVER → LEARN
Stabilise
Take immediate action to prevent the situation becoming unnecessarily worse.
Assess
Establish what has happened, what is affected and what could happen next.
Lead
Confirm who is coordinating the response and where key decisions sit.
Prioritise
Determine which activities, customers, systems or dependencies require attention first.
Operate
Implement available workarounds or alternative arrangements to maintain important activities.
Communicate
Keep relevant employees, customers, suppliers and other stakeholders appropriately informed.
Recover
Restore normal or acceptable operations in a controlled way.
Learn
Review the disruption and strengthen the business using what was discovered.
What you'll receive
The Operational Risk & Resilience System contains a connected set of practical, editable tools for identifying risk, understanding dependencies and strengthening operational resilience.
Operational Risk Methodology
A practical framework for identifying, assessing, prioritising and managing operational risks consistently.
Risk Assessment & Register Tools
Capture risks, evaluate inherent and residual exposure, document existing controls, establish ownership and determine appropriate treatment.
Risk Treatment Tools
Translate significant exposures into clear actions, responsibilities and management decisions.
Dependency Assessment
Identify the people, systems, suppliers, information and other dependencies your important activities rely upon.
Resilience Evaluation
Assess whether important dependencies are adequately protected or whether critical exposures remain.
Disruption Response Tools
Provide a structured approach for stabilising disruption, establishing priorities, coordinating action, communicating and recovering operations.
Review & Learning Tools
Capture lessons following incidents, exercises or disruptions and use them to strengthen future resilience.
Worked Example
See how the system works through a realistic business scenario involving the failure of a critical operational dependency.
The example demonstrates an important distinction:
Their data was backed up. Their operation wasn't resilient.
It then shows how the organisation identifies the weakness, establishes workable alternatives and improves its ability to continue operating.
What will this help you do?
The Veqrin Operational Risk & Resilience System is designed to help you:
- Identify significant operational risks
- Assess risk consistently using likelihood and impact
- Distinguish inherent risk from residual exposure
- Document and evaluate existing controls
- Prioritise risks requiring management attention
- Establish clear ownership for risk treatment
- Identify critical operational dependencies
- Recognise single points of operational failure
- Evaluate whether existing resilience arrangements are genuinely workable
- Establish practical alternative arrangements
- Prepare for operational disruption
- Improve coordination and decision-making during incidents
- Recover important activities more effectively
- Learn from disruptions and strengthen future resilience
Who is it for?
The system is designed for growing businesses that need a practical way to manage operational uncertainty without introducing enterprise-level risk bureaucracy.
It is particularly useful where:
- Risks are discussed but managed informally
- The organisation has a risk register that isn't actively used
- Risk ownership is unclear
- Important activities depend heavily on particular people
- Critical technology or cloud services support day-to-day operations
- The business relies upon important third-party suppliers
- Alternative arrangements exist but haven't been properly considered or tested
- Management assumes backups automatically provide resilience
- Disruption tends to result in reactive decision-making
- The business has grown more interconnected without its resilience arrangements developing at the same pace
You don't need a dedicated risk department or expensive resilience platform.
The system is designed to introduce proportionate operational risk and resilience management that a growing business can actually use.
Built for practical resilience
The objective isn't to predict every event that could possibly occur.
It's to understand the exposures that matter, strengthen important dependencies and improve the organisation's ability to respond when something doesn't go according to plan.
Risk management helps you reduce uncertainty.
Resilience helps you remain capable when uncertainty becomes reality.
Identify the exposure. Understand the dependency. Prepare to keep operating.
